Daan to sit as next PB pro tempore

CEBU Provincial Board (PB) Member Yolanda Daan of the first district came out as number one in the ranking of all the winning members of the board in the May 13 elections.

Because of her number one ranking, Daan becomes the presiding officer pro tempore of the next PB come June 30 or when the new set of elected officials in Cebu assumes office.

The highest percentage of votes is the basis of the Commission on Elections (Comelec) in determining the ranking.

The Cebu Provincial Comelec transmitted to the office of the Sangguniang Panlalawigan’s secretary the official ranking of the victorious board members.

Daan garnered a 46.96 voting percentage. She got 202,810 votes from 431,872 registered voters in the first district.

According to election assistant Ronnie Amistoso, the voting percentage is reached by dividing the votes garnered per district by the total number of registered voters.

The presiding officer pro tempore acts as the acting vice governor and presiding officer of the PB session in the absence of the vice governor, the official presiding officer.

In case of the vice governor’s death, the number one PB member will take oath as the vice governor, serving the remaining years of the term of the deceased vice governor.

In case of the governor and the vice governor’s absences, the number one PB member will become the acting governor and the second-ranked PB member will become the acting vice governor.

After getting re-elected, Daan felt grateful, saying her campaigns in different places under the first district had been successful.

She said she heard several bad commentaries against her.

“Someone said that I should not be voted because I am a member of the committee on silence. So, during dialogues, I explained that I am not an idiot running for a re-election if I did not do something at the Capitol,” Daan said.

The second-ranked PB member is Tata Salvador of the second district, who got a 43.46 vote percentage. He is followed by Jerome Librando of the seventh district, getting a 43.34 vote percentage.

Salvador got 70,149 votes from the 161,412 registered voters, while Librando got 67,900 votes of the 156,665 registered voters.

Meanwhile, Daan declared that she spent nearly P95,000 in her campaign. This is based on the Statement of Contribution s and Expenditure she submitted to the Comelec.

Daan, a member of the Nacionalista Party-Alayon, said she dug deep into her own pockets for P94,987.68. She did not receive contributions from other sources.

Meanwhile, incoming Vice Gov. Hilario Davide III will meet all winning PB members on June 10, 2019 to discuss possible changes in the internal rules and procedures of the 14th PB to the 15th PB.

PB Secretary Pulchra Acevedo said it will be good if the 15th PB will tackle this before the July 1 session so they will already have their new house rules to follow. (KAL, VLA)
