Capitol heads hope for smooth transition

DEPARTMENT heads of the provincial government of Negros Occidental see “no problem” with governor-elect Eugenio Jose Lacson.

Ma. Lina Sanogal, Provincial Planning and Development officer, said Tuesday, June 11, 2019, that they have worked with Lacson as he was previously the vice governor.

"They had one executive- legislative agreement with outgoing Governor Alfredo Marañon Jr., under Negros First. He knows the existing programs of the provincial governor. He had announced that he will continue the priority programs and possibly level up the magnitude. He knows that we are still facing the same problems like poverty, healthy concerns and education as well as economic activities and agriculture," she pointed out.

The new administration, she said will also have their own “battlecry” for their executive- legislative agenda.

Sanogal, who co-chairs the transition committee, also said they all want everything to be smooth because we have programs that need to be implemented especially that it is being assessed by the Department of Interior and Local Government and the Department of Finance for the Seal of Good Governance that mandates that the utilization of project funds should be 80 percent by December every year.

"It should be continued and not delayed," she also said.

Sanogal said they are also giving the incoming governor "a lot of leeway" because the Annual Investment Program for 2020 has already been approved.

The Provincial Development Council will have a meeting on Friday so that he can still suggest programs and projects, she said.

Meanwhile, Sanogal said they already met with the transition team appointed by Lacson.

“We met last Friday which was the deadline of submission of reports needed by the transition team,” she added.

Most of the reports pertain to finances required by the DILG, she said adding that it also requires the Human Resource Department to submit a report on the casuals of the province.

"The status of the casuals is an urgent concern because there are services that cannot be stopped like those at the hospitals, the Negros First Language and Information Technology Center (NOLITC) and the programs of the Provincial Health Office handled by casual employees," she said.

Their contracts need to be renewed when these end on June 30, Sanogal said.
