SI UNITED States Ambassador Sung Kim niingon nga samtang ang hitabo sa Recto Bank sa miaging semana mahimon aksidente, kini seryuso nga sitwasyon ug gikinahanglan nga dunay manubag.

“I know that the Philippine officials have called (on) the Chinese officials to fully investigate. I think it is very important to find out how it exactly happened,” sulti ni Kim atol roundtable discussion uban sa media sa Davao City sa Martes.

“We need to take measures to prevent accidents like that from happening again,” matod ni Kim.

Ang hitabo gidala ni Department of Foreign Affairs (DFA) Secretary Teodoro Locsin, Jr. ngadto sa United Nations (UN) body, kay nakapabalaka kini.

Sa iyang pagpamulong atol sa 29th Meeting of States Parties to the UN Convention on the Law of the Sea (UNCLOS) sa Hunyo 17, si Locsin niingon nga ang “rescue of persons in distress is a universally recognized obligation of people and governments.”

Matod niya nga ang pag-abandonar sa mga tawo nga nanginahanglan og tabang usa ka krimen.

“In the civil law and, maybe even in common law, it is a felony to abandon people in distress; especially when we cause that distress; and more so when it is no bother at all to save them at no risk to oneself. While no sanction is available in international law, it should be a cause of some concern,” siya nagkanayon kalabot sa hitabo sa Recto Bank.

Gitumbok ni Locsin ang tulo ka mga international treaty nga nag-obligar sa matag miyembro nga nasod sa UN ug sa International Maritime Organization (IMO) to “pay, not just lip service to these conventions, but to observe them in real life-and-death situations.” (SunStar Philippines)
