Oathtaking on January 30

The incoming Cebu City mayor's election campaign catchphrase may still be put to good use when he runs the City Government starting noon on June 30, a Sunday.

He will need the three L's he or his campaign claimed: "Ligdong. Lantip. Lig-on." The wisdom to know what it takes to cope with long-unsolved problems of the city. The sharpness to know the pitfalls of governance, those inherent in the job and provided by rivals and detractors. And the strength to survive the rigor and stress of being mayor.

And he may not let go of his catchphrase, "Uban ta sa kausaban." It was primarily aimed to draw voters to join the call for change. Now that the change of leaders has been made, will he still adopt it in his administrative and political decisions?

The inclusive policy apparently contradicts the outgoing mayor's stance. Since Tomas Osmeña assumed office last June 30, 2016, after being shut out of City Hall for almost two consecutive terms by Mike Rama's winning the 2010 and 2013 elections, the BOPK chief's obsession had been to crush and marginalize rival Barug and strengthen his reelection bid for this year.

Well, Tomas failed as the May 13 election results showed. People will watch if Labella will succeed with his strategy.

Job orders, casuals

Most scared among employees in city and town halls across Metro Cebu and the province are the casuals and those covered by job orders.

They know their days are numbered if a new administration is coming in, more so if the mayor had promised to go after those who worked for his rival in the campaign.

At Mandaue City Hall, some workers talk of a "juez de cuchillo," referring to mass lay-off or justice by using the knife. In Lapu-Lapu City, the new mayor promised no sacking before at least two months of appraisal of performance. And persons with disability hired by the Radazas will keep their job.
