Capitol turnover ‘won’t affect’ 20-km Road projects in 5 towns

AROUND P300 million worth of ongoing road-concreting projects will be turned over by the administration of vice governor-elect and outgoing Gov. Hilario Davide III to the leadership of returning governor and outgoing Rep. Gwen Garcia (Cebu, 3rd).

In an interview last Monday, June 17, 2019, Provincial Engineer Hector Jamora said the civil works involve the concreting of provincial roads in the towns of Alegria, Argao, Balamban, Compostela and Daanbantayan.

The entire concreting project in the five towns will cover 20 kilometers of road.

“Despite the transition period and turnover happening soon, these projects will not be affected (as) these were already contracted,” Jamora said in Cebuano.

Aside from ongoing projects, Jamora said the engineering office will also submit a report on its accomplishments from 2014 to 2019.

But apart from infrastructure projects, the Davide administration will also leave P3.1 billion worth of cash in the bank to its successor.

The cash position is among the official documents that the Capitol’s governance transition team has prepared for the executive department’s turnover of power on Friday, June 28.

In an earlier report, Assistant Provincial Treasurer Manny Guial said the cash position provides the amount of cash the Capitol owns, which includes cash in bank and cash on-hand that is with the Provincial Government’s disbursing officers.

The P3.1 billion cash in bank covers the Capitol’s income from various sources, such as locally generated income, taxes and fees and its monthly share from the Internal Revenue Allotment amounting to P280 million. It also includes cumulative revenues from transactions in the past years.

Aside from the cash position, the treasurer’s office has also prepared copies of the Capitol’s Electronic Statement of Receipts and Expenditures for the first quarter of 2019 as part of the records that will be turned over to the next administration.

The Provincial Budget Office, for its part, has also prepared a copy of the approved 2019 annual budget so that it can be included in the documents that will be turned over.

Other documents that will be turned over are the government assessment report for 2018, the Commission on Audit’s 2018 report, contracts and loans and agreements, comprehensive development plan, the local development investment plan and the annual investment plan for 2019.

It also includes a comprehensive land use, capability development plan, executive-legislative agenda, organizational structure, inventory of personnel by nature of appointment, executive orders and full disclosure policy documents.
