Maranon re-assigns PHRMO head to guv's office

OUTGOING Governor Alfredo Marañon Jr. has ordered the reassignment of lawyer Annabelle Palic, Provincial Human Resource Management Officer to the Office of the Governor and assigned General Services Officer Lucille Chavez-Pines as officer in charge of the PHRMO.

The orders for the two department heads of the provincial government was dated June 24 and was immediately implemented.

Marañon in his memorandum, said the reassignment of Palic is "in faithful compliance with the ruling and recommendation of the Department of Budget and Management relative to the disapproval/disallowance of positions created under the 2018 Annual Budget."

The memorandum also relieves Palic of her function as PHRMO.

Pines' order as PHRMO OIC is effective immediately.

Jose Percival Salado, provincial budget officer, said the governor's order is in compliance with the "disallowance of the creation of the position of human resource officer and the organic division under the Office of the Governor."

Salado said that last Monday, the governor met with the employees that will be affected including Palic.

"They were asked if they are in favor of assigning the organic personnel to the Office of the Provincial Agriculturist while they will look for vacant positions in other departments for HR office personnel to which they agreed," he said.

Salado said that Palic as a department head has no department where she can be transferred.

"She will have to return as assistant department head and re-assigned to the Office of the Governor to implement the plan because it’s her post that is affected," he pointed out.

He added that her creation of an HR department from just an office was disallowed by the DBM.

"There is still an HR office but not HR department," Salado said.
