Pangan: Shorter periods for government transactions

WITH the Anti-Red Tape Act or ARTA and other enacted beneficial laws in place, including ease in doing business, President Duterte has announced his plan to issue an executive order eclipsing red tape, issued more than a year before requiring government entities to respond to requests and concerns within 15 days.

Also, if the main signatory is absent or physically unavailable there should be a person or office assistant who could sign or act on documents, checks, vouchers and any papers needed to complete a transaction.

The President said, in a speech, that he would not allow government offices to prolong processes to extort money. This malpractice is prevalent in local government units, not excluding Mabalacat City.

He furthered: We cannot hope to rise. For every table in government, be it in the local or national, once the papers are submitted, it's either they delay it (or) they repeatedly ask the people to come back until the money is given. Plain extortion.

See? The President recognizes the malpractices of government officials and employees.

A simple executive order is not enough to dissuade the employees (and officials) from committing delays.

At the start of business hours on July 1, 2019, Mabalacat City Mayor Crisostomo C. Garbo will have a new slate in his "cabinet" with the positions of Executive Assistant, City Administrator and other sensitive positions being filled up by

new faces.

Reportedly, the current City Administrator Rosan S. Paquia, EnP will be replaced by Atty. Emmanuel E. Ignacio, ertswhile City Legal Officer. Taking his place is Atty. Tanya Lingat.

There would be a big rigodon as announced by Mayor Cris as those whose “loyalty” is suspect would be “floated”. He has voiced his sentiments in the Monday flag ceremonies.

Naturally, he wants a team he is comfortable with and the massive revamp will definitely allow him to accomplish more for the city and its residents.

So far, Mayor Cris has achieved big points capped by the forthcoming construction of the new city government center in Barangay Mabiga.

With the infrastructure projects lined up for implementation Mayor Cris is assured of long terms in the future!
