What they did was a form of sabotage. Don’t tell me that Delos Santos will also claim that she spent her personal funds for the renovation of her office. That is why she got and retrieved everything when her term of office expired last June 30. The “has-been politician” claimed that he spent his own money for the improvement of his office because the City Council then rejected his request for funding. She should also be charged with malicious mischief for destroying government properties or even theft because of the missing items inside her office. Paging Ms. Delos Santos, where are you? We need your explanation.

Although there is no law that prohibits the vice mayor or the presiding officer of the SP (Sangguniang Panlungsod) to sit as chairman of the Council’s various standing committees, he or she should focus on his/her primary duties and functions. Vice Mayor Mike Rama said he will also sit as chairman in at least four or five standing committees. What for? Just to impress upon the public that he is really that hardworking? Why not assign those committees to other SP members? That is what they aspired for when they ran in the elections and that’s what they are paid for.
The primary duties and functions of the vice mayor is to: act as presiding officer of the Sangguniang Panlungsod (SP) or Sangguniang Bayan (SB) and shall only vote to break a tie; sign all warrants drawn on the City or municipal treasury for all expenditures appropriated for the operation of the SP and SB; subject to civil service law, rules and regulations, appoint all officials and employees of the SP and SB, except those manner of appointment is specifically provided in Republic Act 7610 or the Local Government Code of the Philippines; assume the office of city or municipal mayor for the unexpired term of the latter in the event of temporary or permanent vacancy as provided for in RA 7160.
