Fate of security of tenure bill with Duterte, Palace says

PRESIDENT Rodrigo Duterte is the sole person who can decide on the fate of a measure seeking to end the practice of unlawful labor contractualization, Malacañang said Thursday, July 4.

Presidential Spokesperson Salvador Panelo made the remark after learning that Labor Secretary Silvestre Bello III wished for the Security of Tenure bill to be signed into law before Duterte's fourth State of the Nation Address (Sona) on July 22.

"That is his (Bello) wish. I don't know whether his wish will be granted prior to the Sona," Panelo said.

"But whether or not it will be signed before or subsequent to the Sona, the welfare of the people is still there na nasa isip ni Presidente. 'Pag pinirmahan niya after the Sona eh ganun pa rin ang epekto," he added.

(But whether or not it will be signed before or subsequent to the Sona, the President still thinks about the welfare of the people. If he signs it after the Sona, it still has the same effect.)

Bello said that on Monday, July, he transmitted to the Palace a letter expressing his desire for the enactment of the bill, which seeks to stop all illegal employment schemes and subcontracting of Filipino workers.

The Senate on May 22 approved on third and final reading Senate Bill (SB) 1826 or the proposed Security of Tenure Act.

The House of Representatives adopted the SB 1826, thus ruling out the need to harmonize the bill in a bicameral conference.

In September 2018, Duterte certified the Senate's proposed measure to put an end to the prevalent practices of contractualization and labor-only contracting schemes in the country. (SunStar Philippines)
