Irisan dumpsite still a hazard zone

BAGUIO Mayor Benjamin Magalong asked Barangays Asin and Irisan officials to report if settlers have invaded the trash slide area that has been declared a no-build zone.

“Update and report if there are occupants near the hazard zone,” said Magalong during the management meeting with department heads at the former dump site this week.

Magalong also asked for the issuance of demolition orders for structures in areas in the former dumpsite in the no build zones, while junk shops operating in the area have been asked to transfer.

The area where the trash slide occurred in 2011 was designated as a geo-hazard zone and on Tuesday, July 2, Magalong requested barangay officials not to allow building of structures in the area.

Environmental Recycling System (ERS) facility contractor Rapport Innovations said repair of machines is ongoing in the facility.

Rapport Innovations has been in charge of the management and operation of the two multi-million ERS machines for the conversion of the existing raw compost to organic fertilizer and the continuous production of organic fertilizer from the city’s biodegradable waste.

The agreement entered by the local government and Rapport Innovations will expire in five years. The firm has been tasked to ensure the continuous operation of the ERS machines to be able to produce organic fertilizer from the huge volume of biodegradable waste generated by the city.

The former dumpsite to date operates the processing of biodegradable waste of the city to into organic compost.

In 2011, people died, including two children, in a trash slide, as one of the retaining walls of the dumpsite collapsed in the height of Typhoon Mina. In 2012, the Court of Appeals issued a Writ of Kalikasan and Writ of Continuing Mandamus against the Baguio City Government to cease and desist from using Barangay Irisan as open dumpsite.
