CH still undecided what to do with scrapped deal’s budget

THE Cebu City Government has fast-tracked the deliberation of what to do with its P65 million after it canceled its contract with the private landfill operator in Barangay Binaliw.

The amount was the City’s appropriated budget for the deal with ARN Central Waste Management Inc., but both parties agreed to cancel the agreement on Monday, July 8, 2019.

ARN’s issue with the Environmental Management Bureau (EMB) 7 was one of the reasons for the contract’s termination.

However, City Administrator Floro Casas clarified that the contract is not officially canceled, but it’s going in that direction.

Casas said the P65 million can be used to buy new garbage trucks.

The City’s contract with Jomara Konstrukt Inc., a private hauler, expired last June 30, but the latter still has a maintaining balance of P6 million, which the City expects to use up on July 20.

He said they want to make the purchase before then.

He said they will be coordinating with the bids and awards committee on the procurement process.

Casas said the P65 million will not only cover hauling of garbage, but also its disposal. With no allocation for the next three months, the amount must be used well, he said.

He said they have yet to see if a supplementary budget is needed.

Casas said the City is firm in its decision not to make Cebu City the dumping ground for garbage of other local government units (LGUs).

“For now, we won’t allow any LGUs, private or public, to dispose of their garbage in our city,” said Casas.

SunStar Cebu tried to reach ARN officials, but they had not released any statement.

One of the problems that Mayor Edgardo Labella wants solved in his first 100 days in office is the city’s garbage.

The City has been coordinating with the 80 barangay captains to address the matter.

“We want them (barangay) to take charge of the interior cleaning and collecting of garbage which the City cannot reach,” Casas said.

He said solving the problem will require a group effort. (JJL)
