Aguas files proposed ordinances, resolutions

ANGELES CITY - Wasting no time as she hit the ground running, actress and City Councilor Joan Crystal "JC" Aguas filed eight proposed ordinances and two resolutions before the City Council during its 2nd regular session last Tuesday.

Aguas, who studied at the University of the Philippines-NC PAG, is the wife of five-term former First Councilor Jericho Aguas.

She told SunStar Pampanga that her proposed ordinances are the creation of an LGBTQ desk/office; creation of a livelihood desk; regulation of leasable dwelling of apartments and houses for rent; imposing the 'no helmet' policy on selected areas; banning of bonnet or clothing material that will conceal the identity of motorcycle riders; empowering all “kasambahay” and providing incentives; mandating an 'open governance'; and utilizing idle land and open space as parking space, all in the City of Angeles.

Aguas also filed two resolutions, directing the City Health Office- Sanitation Division to inspect the ILMI Korean Restaurant in Barangay Anunas due to complaint of food poisoning, and calling the attention of PNP and Barangay Officials and CSWDO to put a stop to the proliferation of beggars along highways and business district in the City.

"The lack of livelihood is one of the causes of poverty. In line with this I am moving for the approval on first reading and refer to the proper committee an ordinance creating a livelihood desk in every barangay," Aguas said.

Aguas also proposed the regulation of operation of leasable dwelling apartments and houses for rent, to deter criminal elements in using them as drug laboratories, cybersex dens and other illegal activities.

She also said that in order to decongest the city streets of illegally parked vehicles, Aguas is proposing the utilization of idle land and open spaces as parking space.

Aguas said her proposed resolutions were brought to the proper committees as she urged her fellow councilors to support her in providing quality legislation to their constituents. (Chris Navarro)
