Labella’s plans for SRP: Fill Pond A, open more roads

IN THE next three years, the South Road Properties (SRP) will have additional 60 hectares of land, another exit and entry point, a terminal and fiber optics internet connection.

Lawyer Jose Daluz III, the SRP manager, bared Mayor Edgardo Labella’s plans for reclaimed properties during his first term, which are seen to boost investments in the 295-hectare facility.

Of the 295 hectares, only the 60-hectare Pond A remains underwater, which the City Government would fill during Labella’s first term, said Daluz.

He said Labella wants to further develop the SRP to encourage developers to build on land they already purchased and for other developers to lease available lots in order to generate revenues.

This includes the development of the 26-hectare lot purchased by the SM Prime Holdings Inc.-Ayala consortium.

Except for the three-hectare parcel previously cleared by the City Council for disposal through sale for at least P110,000 per square meter, Labella has said the City would not sell any more lots in the SRP and would only open them for lease.

Daluz said the City would also build a terminal for public utility vehicles and a government center within the SRP, and set up fiber optics for internet connection.

Daluz said the SRP needs another entry and exit point to avoid congestion in Barangay Mambaling, which the City will also work on.

The Mambaling exit is the only alternative to the main entry and exit points beside the Malacañang sa Sugbo and in Talisay City.

All these planned projects, Daluz said, are meant to make the SRP more attractive to investors.

At present, only SM Prime Holdings Inc., Filinvest Land Inc. and the Robinsons-led Universal Hotels and Resorts Inc. have developed land in the SRP.

Meanwhile, the Cebu City Legal Office recommended the withdrawal of the case filed by the previous administration requesting the court to declare null and void the sale of a 26-hectare area in the SRP.

During the administration of then mayor Tomas Osmeña, the City filed a case before the Court of Appeals (CA) asking the court to nullify the sale of the lots to the SM-Ayala Consortium, saying it was illegal.

City Attorney Rey Gealon said the CA already denied the motion.

“We believe that the law and jurisprudence point to that direction, that we’ll recommend to the Sangguniang Panlungsod to withdraw the case,” he said. (from PAC of SuperBalita Cebu/JJL)
