Bzzzzz: Oops, Isko Moreno revives PNP-banned parade of suspects

* JOEL GARGANERA BEING PROCLAIMED AS #8 CEBU CITY COUNCILOR. The final ritual that granted Joel the right to sit in the City Council was held at Comelec Manila Tuesday (July 16).

It is not yet known when, as holder of the mythical sword Panday, Garganera (a.k.a Pinoy comics character Flavio Batungbakal III), will affirm his "vow to continue saving the city from further malevolent threats." One such threat is reportedly traveling abroad.

* ISKO MORENO PARADING CRIME SUSPECTS BEFORE MEDIA. The Manila mayor presented to the media Monday (July 15) three of his city's most wanted suspects and a woman accused of extorting money from vendors.

What's wrong with that? Even the PNP has already banned the practice. Last June 11, 2018, police Director General Oscar Albayalde decided to follow a memo-circular adopted on October 7, 2008 by a former PNP chief Jesus Verzosa, which declared the presentation of suspects a violation of human rights, specifically the right of presumption of innocence and to be spared unwanted public shaming amounting to trial by publicity.

The suspects presented by Moreno tried to hide their faces by looking away from the camera or looking down or covering their heads with handkerchiefs.

People ask:

* The police present at the flag ceremony where the display was made must have known they were taking part in a ritual prohibited by PNP. How awkward was it for the cops?

* How far would Moreno go in clearing the streets of Manila? Maybe he thought the parade of suspects was not as bad as having them gunned down.

Moreno justified it by saying it served as a warning and tell the public "change is coming." His critics said he might be no better than other politicians who use it for publicity and self-promotion.

* AHONG CHAN WON'T PERSONALLY OCCUPY RADAZA'S OFFICE. The Lapu-Lapu City congressman's district office that former mayor Paz Radaza wants to use during her term as a legislator and Mayor Junard Chan wants her to vacate won't be the mayor's office under Ahong.

Another office is being renovated, which Ahong will use as mayor's office. The district office will be used by Ahong's staff.

Whatever the mayor decides regarding the use of the disputed office, it is his call as chief executive of City Hall. DILG's ruling in writing, which both Paz and Ahong seek, will no longer be a surprise, unless Regional Director Eduardo Año will flip the pro-Ahong opinion he gave during his recent Cebu visit.

* OTHER HIGH OFFICIALS WITH 'WOMAN RELATIONS PROBLEM.' Talk about a top Cebu City official and his girlfriend having been evicted from the compound where the official's family lives has spilled over to the cases of two other public officials afflicted with the "woman relations problem."

-- One is that of a woman city mayor, a former movie star, who has reportedly dumped her husband. As early as last year, she denied reports of estrangement. The rumor has turned out to be true.

-- The other is that of a Cabinet member who left his wife and the household for a younger woman but was persuaded to return because of the high position he holds.

Compared to the local high official, those were cases of infidelity. The Cebu case involves a couple with no legal impediment to marry but the woman allegedly usurped some City Hall functions of her boyfriend.

* NATIONAL MUSEUM RE-NAMED. Republic Act #11333 -- signed last April 26 but released only on Tuesday, July 16 -- has changed the name National Museum to "National Museum of the Philippines" or, in Filipino, "Pambansang Museo ng Pilipinas." Under the law, it is authorized to establish, manage and develop, among others, regional museums.

Which gives it authority to seek the acquisition of Malacañang sa Sugbo for its museum in Cebu.

Coincidental or what? The law was released just after they announced the National Museum will occupy the 109-year-old Bureau of Customs building, Adwana, which then President Gloria Macapagal-Arroyo used as her office during Cebu visits.
