Pia Cayetano pushes bill for cyclists

SENATOR Pia Cayetano filed on Tuesday, July 16, a bill that seeks to make bicycle an "alternative and sustainable mode of transportation throughout the country."

In her unnumbered bill filed Tuesday, Cayetano, a cycling enthusiasts, also sought the passage of the “National Bicycle Act of 2019,” which calls for the development of policies, infrastructure, and facilities to properly integrate bicycles as part of the public transportation system.

“It is time to change our mindset about traffic and find alternative means to move forward from this perennial problem,” she said.

Under her proposed measure, the Department of Transportation and Department of Public Works and Highways (DPWH), in coordination with local government units, shall be responsible for implementing exclusive bicycle lanes, separated by a physical barrier, for cyclists in the country.

She said other vehicles should be prohibited from entering the said lanes.

The measure also includes the creation of bike racks on every establishment, government agencies and public places, among others. It also calls on the private sector to establish facilities and infrastructure that will help promote biking.

"News and social media posts regularly report about bikers being sideswiped or ran over by undisciplined drivers of motor vehicles. And so this is one reasons why we need to enact a national policy to ensure the protection of bikers," Cayetano said. (Ryniel Berlanga/SunStar Philippines)
