COA orders Lapu to return P7-M PDAF funds

THE Commission on Audit (COA) has reminded the Lapu-Lapu City Government to return the remaining unutilized Priority Development Assistance Fund or PDAF by lawmakers.

Former congressman Arturo Radaza had P24.7 million worth of PDAF that was poured to the City during his term from 2010 to 2013.

Former sixth district congresswoman Nerissa Soon-Ruiz, meanwhile, allocated P344,881 for Lapu-Lapu City.

After the PDAF was declared unconstitutional by the Supreme Court, COA released a memorandum in 2016 stating that unutilized PDAF should be returned to the Department of Finance.

Lapu-Lapu City Accountant Helen Dungog said the city was able to return P23.3 million to the Bureau of Treasury, while the remaining P7 million is being utilized for the beneficiaries of the city’s scholarship program.

The beneficiaries are college students enrolled in different universities in Cebu.

Dungog said they sought COA’s advice regarding the remaining P7 million since the scholars have not finished their studies yet. (from FVQ of SuperBalita Cebu/JJL)
