THE alleged leader of a local drug group operating in Metro Cebu was arrested Friday night, July 20, 2019, with two kilos of shabu worth P13.6 million.
The suspect was identified as 19-year-old Rico Baldesmos Rubi, alias “Rico,” a resident of 256 A. Lopez St. in Barangay Labangon, Cebu City.
Operatives of the City Police Office Drug Enforcement Group led by Police Lt. Col. Glenn Mayam and the Abellana Police Station seized the six packs of shabu during a drug bust at 8:30 p.m. in Barangay Cogon Ramos.
After Rico was taken into custody, police found 10 more large packs containing a white crystalline substance believed to be shabu inside a plastic bag.
Mayam said they placed the suspect under surveillance for three months before they decided to conduct the operation using a poseur buyer. Rico eluded them because he had refused to transact with people he didn’t know.
The police officer said Rico’s father, who is detained at the Cebu City Jail, has direct contact with big-time drug lords in Manila.
Mayam said Rico was responsible for receiving the drug shipment from the capital and distributing the drugs to local players. The local players sold the shabu in the streets, he said.
“Rico served as the distributor. He also served as the drug group’s leader outside prison walls,” Mayam said in Cebuano.
When the elder Rubi was still free, Rico acted as his “runner.” Despite of his father’s arrest last year, their illegal activities continued.
Mayam said Rico could dispose of up to a kilo of shabu every week.
