Review of city land use plan urged

A REVIEW of Baguio City’s land use plan is being pushed by members of the Baguio Regreening Movement (BRM) to asses where the city should go in terms of development.

In the weekly Talakayan sa Environment Code radio forum, Urban planner and Architect Jody Alabanza explained the review would give planners the opportunity on how and what the city can undertake without drastically affecting the current problem the city is currently experiencing.

“The point is we have a land use plan but what is very critical is in terms of development of Baguio is, yes, we may have a land use plan, but we have got to understand also that things are constantly changing and there is nothing more permanent than change, and we are hoping that if a moratorium on building construction would push through, this would give us a time where we can review what we are doing in Baguio,” Alabanza said.

The urban planner noted the need to study the effects of high rise buildings which may demand more water, solid waste disposals and traffic congestion, among others before any construction should pursue.

“If the density of population in a certain area will increase then how will we provide for those needs in the increase of population? There is a limit to height not only in terms of disaster preparedness but we are hoping that we don’t go again adding more stories in the development of Baguio. But if they want, they can go to neighboring municipalities of Baguio City,” the urban planner said.

BRM chairman Erdolfo Balajadia said he will welcome any amendment on Baguio City’s existing land use plan.

“Of course we welcome any assessment of what is happening in the city but even without any expert knowledge, the putting up of high rise buildings and more subdivisions will give more problems in the City of Baguio, do we have to wait for the national government to come in and take over and do whatever they want?” Balajadia said.
