Sleeping cops face charges

THE Philippine National Police Regional Internal Affairs Service (PNP-RIAS) in Davao Region recorded six policemen charged with administrative complaints as of June, 2019.

PNP-RIAS 11 Regional Director Jose Carumba said cases filed against erring cops are non-motu propio.

"Most of these cases filed are those police that we caught sleeping while on duty," Carumba said.

He added RIAS is conducting surprise inspections in all precincts in the city.

The director said RIAS is the office tasked to probe police accused of violating police procedures and regulations, either because of complaints filed or through motu propio investigation.

"The RIAS will then submit a recommendatory action to the discliplinary authority, which is the Police Regional Office (PRO)," Carumba said, adding the Police Regional Office could either affirm or revert the recommendation.

PNP-IAS reported an increase of 36 percent number of complaints against police officers at 2,291 from January to May this year to 1,683 in the same period last year.

IAS inspector general Alfegar Triambulo said most of the cops are either involved in illegal drug activities, violations in police operational procedure, indiscriminate firing of their firearms, and vote-buying in the recent elections.

Triambulo said the national police is serious in its internal cleansing campaign to rid of lawbreaking cops who are involved in corrupt and other illegal practices.

Unlike in other regions, Carumba said Davao Region has a minor case of internal discipline violations.

"The reason why there are only few erring cops in the region is, number one, because it is the home town of the President. Second, it is because of our effective dialogue with our policemen," he said.

"With the President increasing the salaries of our policemen (it is the police) who benefits. I see no point that they should be involved in illegal activities," he added.

However, Carumba said he still encourages the public to report erring cops to the IAS or any offices of the PNP for immediate disciplinary actions.
