DILG-6 holds orientation to end local communist armed conflict

AN ORIENTATION workshop on the national plan to end local communist armed conflict (Elcac) which was attended by all mayors in Western Visayas was held in Iloilo Convention Center, Manduriao, Iloilo City Thursday, July 25.

Mayor Evelio Leonardia said Thursday that the activity was led by the Department of the Interior and Local Government (DILG)-Western Visayas.

“All the mayors in Region-6 were required to be present in said activity to end local communist conflict in the region,” he said.

In his letter to Leonardia dated July 15, Engineer Ariel Iglesia, officer-in-charge regional director of DILG, said that the pressing issues on local communists armed conflict and atrocities in the country prompted President Rodrigo Duterte to issue Executive Order No.70 Series of 2018 to institutionalize the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communists conflict and directing the adoption of a national peace framework.

“It caused the shift from traditional and military-centric approach to a civilian-led way in confronting the Communist Terrorist Groups (CTGs) to a whole-of-a-nation approach, in which the military solution should be just one of the many components in addressing the communist insurgency,” he said.

He added the activity will increase the participants’ level of awareness to the government’s efforts in addressing local insurgency and their involvement on this matter.

Iglesia said the participants will be able to identify their interventions that would contribute to the success of this program. (MAP)
