Pangan: Helping in the barangay development

IT IS to the huge credit of the City Planning and Development Office, headed by the untiring Rosan S. Paquia, EnP, that it is tasked to assist all of the 27 barangays of the City of Mabalacat.

In their Barangay Development Plan or BDP, it is cited that the medium-term development thrust of a barangay, promoting inclusive and balanced progress be enhanced and nurtured.

No less than the Local Government Code, under Section 109 which provides that all barangay development councils are mandated to prepare their barangay development plans “as a basis for local development requirement including their implementation, monitoring and evaluation.”

The city government, headed by Mayor Crisostomo C. Garbo, complements and ensures the development and investment eligibility of each barangay. It assists in producing "a polished and vertically-linked Barangay Development Plan" of its 27 barangays.

It also promotes and encourages activities towards the implementation of BDP thus workshops are scheduled for each barangay through the CPDO of course.

The various topics and workshop activities consist of the following:

topic 1 - revisiting the barangay vision; topic 2 - determining the

current reality gap; workshop 1 - using tools in determining current

reality gap (vision reality gap); topic 3 - determining goals and

objectives; workshop 2 - making goals and objectives, success

indicators; Topic 4 - developing thrusts, strategies and PPAs; workshop

3 - identification of PPAs; topic 5 - how to prioritize; workshop 4 -

using screening tools in prioritizing PPAs; topic 6 - the investible

fund and how to generate revenue; and topic 7 - investment

programming.

The target participants of these above activities are the village chiefs, barangay secretaries, treasurers and two councilors.

A detailed terminal report is required to be submitted to the City Planning and Development Office within 10 days after the conduct of the activity.

the city's barangays in order to make them proactive and alert to

current trends aborning.

This way, the barangays can maximize their potentials and contribute significantly to the progress of Mabalacat City.
