* POSSIBLE MARTIAL LAW IN NEGROS ORIENTAL. Presidential Spokesman Salvador Panelo said Thursday (August 1) the President may send out troops to quell the lawlessness in Negros Oriental or declare martial law.
"Grabe na ang patayan doon," Panelo said, finally recognizing what has been happening there for several days already.
How about a spillover of the lawlessness from Negros to Cebu, following the report that some men, who claimed they were NPAs from the neighboring province, were arrested in Badian, Cebu? Nobody asked that but the President can declare some or all parts of the country under martial law.
* 'PROOF-OF-PARKING-SPACE' RULE REVIVED. The move to require proof of parking space before a non-car owner can buy a vehicle or a car owner to buy more vehicles is resurrected, this time by the DILG no less. DILG recognizes that the traffic mess is like no other the country had faced before.
'Discontinuance...prohibited'
Section 2 of House Bill 2223, filed last July 17, 2019, reads: "As it is a defilement that his (Lapu-Lapu's) name is being used to call a fish, Plectopomus Leopardus, discontinuance of calling the species as Lapu-Lapu or Lapulapu, shall be prohibited. Instead the species shall be called and restored to its original name "Pugapu."
The stoppage of the wrong-name calling is what is prohibited? A typo or grammatical error is serious when it gives the wrong meaning, in this case the opposite of what is banned. It also reflects badly on the kind of study and review that went into the bill before filing.
The SunStar story with the catchy head "Paz: My Lapu-Lapu is not a fish" led to a check on the text of the bill and discovery of the mistake.
'Kadaugan' as regular holiday
Under a new law, approved last June 29 by President Duterte, April 27 of each year is special working holiday throughout the country and a special non-working holiday in Lapu-Lapu City.
Congresswoman Radaza wants more for the hero and patriot from Mactan: a regular holiday on that day, called "Kadaugan sa Maktan."
Meaning, the rest of the country will observe not just a working holiday but a regular holiday. That may be tougher to get, as it involves an economic factor: government and business paying for one day more salary with no productivity from the workers. A special working holiday is mostly symbolic as workers still report for duty.
