PB calls for cooperation to address metro floods

FOR a more effective approach in addressing the flood problem in Metro Cebu, the Provincial Board (PB) wants local government units (LGUs) to work together beyond borders.

The PB on Monday, Aug. 5, 2019, approved a resolution adopting the Integrated Flood Control and Drainage Master Plan of the Department of Public Works and Highways (DPWH).

Filed by PB Member Glenn Anthony Soco (6th district), the measure aims to identify the existing drainage network in Metro Cebu; determine alternative improvement works; create a flood control project implementation plan; and prioritize projects based on technical, economic, social and environmental feasibility.

The master plan will also include flood forecasting and warning to minimize damage to property and loss of lives.

“Metro Cebu is considered to be the center of trade, industry, tourism and education in Central Visayas.... However, over the years, a major concern that hinders its optimal urban development is the perennial flooding of the metropolitan area, especially during heavy rains. Unless this situation is timely addressed, the rate of economic progress of Metro Cebu will be severely affected,” reads a portion of the resolution.

Factors that lead to flooding in Metro Cebu include constricted waterways, inadequate drainage trunks, clogged drainage lines and unregulated runoff.

If the problem is not addressed anytime soon, Soco said it may lead to property damage, disruption of activities, increased fuel-consumption brought about by heavy vehicular congestion, loss of investment opportunities, potential loss of lives and increased health care expenses, among others.

To help realize the project, the Provincial Government and its component LGUs are encouraged to provide necessary technical and financial assistance to the DPWH.

The highly urbanized cities of Cebu and Lapu-Lapu were also enjoined to support the province-wide move to address the flood problem. (RTF)
