94 drivers charged with reckless driving by LTO 7

THE Land Transportation Office (LTO) 7 conducted a One-Time, Big-Time operation against illegally parked vehicles along the national highway on Friday, Aug. 9, 2019.

LTO personnel, with the help of the Highway Patrol Group 7, focused on the stretch of N. Bacalso Ave. from Cebu City to Talisay City.

At the end of the day, they issued 94 temporary operator’s permits (TOPs) to drivers who parked their vehicles, mostly motorcycles, along the busy thoroughfare.

LTO 7 Director Victor Caindec said they confiscated their driver’s license and gave them a ticket for reckless driving under Article 5, Section 48 of Republic Act 4136, or the Land Transportation and Traffic Code.

According to one of the law’s provisions, “no person shall operate a motor vehicle on any highway recklessly or without reasonable caution considering the width, traffic, grades, crossing, curvatures, visibility and other conditions of the highway and the conditions of the atmosphere and weather, or so as to endanger the property or the safety or rights of any person or so as to cause excessive or unreasonable damage to the highway.”

Caindec clarified that the violation was not for obstruction. If any of the violators want to complain, they can raise the matter before the court. Some might question why they were charged with reckless driving when they merely parked their vehicles along the road, but Caindec said the vehicles didn’t get there if these weren’t driven.

Last Friday’s operation was in response to the calls of President Rodrigo Duterte and the Department of the Interior and Local Government to clear all public roads of obstructions.

The LTO 7 will prioritize N. Bacalso Ave., which stretches from Bogo City in the north to Santander town in the south.

Earlier, Caindec said the LTO 7 needed to sign a memorandum of agreement with a towing company that would be authorized to tow marked vehicles along this 232-kilometer highway. (FROM PAC OF SUPERBALITA CEBU / PJB)
