LACK of pertinent documents, such as labor-related ones, has resulted in the postponement of the Cebu Provincial Government’s bid to outsource 839 medical and non-medical personnel.
Four private firms were supposed to submit their bid offers during the bidding proper on Tuesday, Aug. 13, 2019.
But according to Provincial Treasurer and Bids and Awards Committee chairman Roy Salubre, they had to move the bidding to Aug. 20 because the interested bidders failed to present some important documents.
“They only asked that they be given a one-week extension just to comply with the documents,” he said.
Among the requirements that the interested bidders have to comply with are labor-related documents and clearances from government agencies such as the Bureau of Internal Revenue.
Salubre, though, assured that the recent development will not hamper the delivery of basic services at the Capitol.
The administration of Gov. Gwendolyn Garcia aims to push through with the outsourcing of medical and non-medical personnel by Sept. 1. This move came after the governor had announced that her administration would outsource the Capitol’s employees to cut costs and downsize the “overstaffed” health institutions in Cebu Province.
The Capitol’s outsourcing project has a total approved budget contract of P277.68 million, covering 12 months’ worth of services.
During the pre-bid conference on July 29, Cebu-based Maayo Medical Clinic Corp. and LBP Services Corp. had expressed interest in providing the Capitol with 443 medical personnel for its 16 provincial and district hospitals.
Makati-based LBP Services also wants to provide 396 clerical workers. The other interested clerical service providers are Perfect Clean General Services and Extra Ordinaire Janitorial and Manpower Services.
Perfect Clean’s office is located in Talisay City, while Extra Ordinaire’s head office is located in Parañaque City.
The lowest complying bidder will undergo a post-qualification evaluation before the Province enters into a contract with the service provider. (RTF)
