Sinas: Party drug suppliers operating outside of Cebu

LOCAL suppliers of party drugs may have moved their operations out of Cebu ever since the local law enforcement agencies intensified their campaign since the death of a 19-year-old girl in January 2019.

So said Police Brig. Gen. Debold Sinas, chief of the Police Regional Office (PRO) 7, upon knowing of the arrest in Quezon City of a 21-year-old resident of Mandaue City last week.

Arnold Immanuel Rafanan Dy, who lives in a subdivision in Mandaue City, was arrested in a 24-hour convenience store in Quezon City for having in his possession 465 ecstasy tablets worth P1.4 million on Aug. 15, 2019.

Sinas said that PRO and other law enforcement agencies have intensified their campaign against party drugs, such as ecstasy ever since Ashley Abad, 19, died after having ingested ecstasy before attending a Sinulog outdoor concert in January 2019.

Sinas said the police and the local Philippine Drug Enforcement Agency (PDEA) have been monitoring the party scenes and the illegal drug industry.

He said they are now checking out Dy and possible cohorts in Cebu.

PDEA considers Dy a high-value target. His name cropped up as one who supplies party drugs in high-end bars in Quezon City and other major Metro Manila cities, PDEA agent Wenifredo Alagabia Jr. said.

There is a big possibility that Dy also supplies the Cebu market, Alagabia said.

Alagabia said Dy only entertains customers who buy more than 100 tablets.

He gets his supply from The Netherlands in Europe. The drugs are veiled as legitimate medicinal tablets allowing these to go undetected at airports, Alagabia said.

Sinas said he will work with Alagabia and the PDEA on Dy’s background and circle. (AYB)
