City preps transfer of vendors to Bacolod Vendor's Plaza

AT LEAST 20 market stalls at Bacolod Vendor's Plaza in Barangay 12, Bacolod City were demolished by the City Legal Office (CLO)-Enforcement Unit team over the weekend.

Executive Assistant Ernie Pineda, cluster head on markets, said on Sunday, August 18, the enforcement team demolished the stalls inside the Vendor's Plaza in preparation for the transfer of the sidewalk vendors in the area.

He said a total of 368 sidewalk vendors, including the ones along Bonifacio Street, are set to be transferred inside the Vendor's Plaza.

Last week, hundreds of stalls from Burgos Public Market and Libertad Public Market, as well as Ballesteros Street in Central Public Market were also demolished by the enforcement team.

Some of the stall owners also voluntarily removed their illegal structures. The affected vendors were transferred inside the public markets.

The demolition of illegal structures is in pursuant to Memorandum Circular 2019-121 of the Department of the Interior and Local Government (DILG), directing local government officials to implement the clearing of roads.

Pineda said from August 17 to 26, a survey and mapping by sectioning was conducted by the City Administrator's Office and that they also started accepting applications from the sidewalk vendors based on the actual survey.

He said starting August 19 to 26, the City Legal Office, along with the City Engineer's Office, will conduct the repair at the Vendor's Plaza. The repairs will include electrical and water connections.

On August 27, the City Government will hold a dialogue with the affected sidewalk vendors at the Bacolod Government Center.

After the dialogue, Pineda said they will start the clearing of the sidewalk vendors on August 28 to 30.

Mayor Evelio Leonardia earlier said that this was a national mandate of President Rodrigo Duterte, and they are doing their best that Bacolod will be participative.

"There's that sanction which were emphasized by the DILG secretary that those who will not follow the order will face suspension," he said.

The DILG memo stated that within 60 calendar days, significant results must be achieved, documented, and reported together with the efforts of the local government units to sustain the same.

Meanwhile, Leonardia also ordered the Bacolod Traffic Authority Office (BTAO) to put more order in the areas where the illegal structures were demolished.

"We should strictly enforce the loading and unloading areas, especially in the public markets," Leonardia said.

He said BTAO should remove the illegally parked vehicles in roads around the public markets.
