SK seeks budget guidance from Commission on Audit

THE Sangguniang Kabataan (SK) Federation of Baguio City underscored the lack of guidelines from the Commission on Audit (COA) for the use of funds.

Levy Loyd Orcales, federation president and councilor, said after SK funds were not utilized, the SK in the city has been deprived of programs supposedly for the youth in the communities.

"As president of the SK, we have waited for a year now for the guidelines to come and because of this, we do not have any direction on what guidelines, laws or specific guidelines which we should follow," Orcales said.

He said in case the suspension of the barangay and SK election next year would push through, the federation has enough time to pursue the various delayed programs for the youth and prove its worth in delivering the right services.

"Aside from the COA guidelines, the guidelines on the utilization of SK funds coming from the Department of Budget and Management, Interior and Local Governments and the National Youth Council came in late, which means to say that if you are going to postpone the elections, giving an additional two-year term for the SK, we will be able to use in good faith the funds allotted for the youth. This is what we ask the public to understand because we were not able to maximize the services that should be provided for the youth ages 15 to 30," Orcales said.

He said if the election is postponed, additional years would be enough for the majority of the SK officials not just in Baguio but in the entire country to at least fully deliver the services they are supposed to deliver.
