Programs eyed to connect Session Road closure

BAGUIO City Councilor Michael Lawana wants to include city programs to the weekly closure of Session Road.

In a resolution filed and approved on Monday, September 2, the council requested Baguio City Mayor Benjamin Magalong to consider various pending legislative measures connected and associated with the closure of Session Road.

A proposal for a designated market day was filed by Lawana as well as the regulation of busking previously filed by former Councilor Leandro Yangot Jr. sits at the council.

“All activities and endeavors already conducted and undertaken to include the pending legislative measures before be considered to enliven the activities during the road closure,” Lawana said.

Lawana said the request to the city mayor aims to align pending city council proposals to the ongoing program which closes one lane of Session Road on Sundays.

The Association of Barangay Captains president added the move, which has been positively accepted by the public, may become permanent after its one-month experimental period and hopes local programs will be included.

Previously, the Yangot law aims to set into place street performances, now called busking.

The busking law drew mixed reactions from the community with some welcoming the government regulation and with some, nixing the law altogether.

The proposed Yangot law aims to regulate “busking” or the act of performing in public places for gratuities, once the law is passed, artist are required to secure a permit with a corresponding fee of P35O a year.

It suggests a street performance committee will be created to oversee buskers. Once the permit is given, the performer will have to clearly display his permit while performing, to avoid being stopped by authorities.

Meanwhile, the market day is aimed for locals to sell organic produce at the Igorot Park was likewise proposed.

The event was proposed to gather organic products from the city to sell to the public, giving priority to urban gardeners not only in the Pine City but also from nearby areas like Benguet.

Lawana’s proposal advocates healthy food choices be available to the city.

Both measures are still pending at the city council.
