‘Freed’ rapist, arsonist surrenders in Valencia City

A CONVICTED rapist and arsonist who was recently released from prison under the good conduct time allowance (GCTA) law surrendered to police on Friday, September 6, in Valencia City, Bukidnon.

On the evening of September 6, at P-10 Puerta, Barangay Lurogan, Valencia City, joint elements of Valencia City Police Station and Criminal Investigation and Detection Group (CIDG)-Bukidnon took into custody a recently freed convict under GCTA law identified as Larry Canunay, 49, a resident of P-10 Puerta.

Canunay surrendered following President Rodrigo Duterte’s call for the surrender of heinous crime convicts freed under GCTA law.

Canunay was released from Davao Prison and Penal Farm, Davao Del Norte last March 22, 2019. He was charged for the crimes of rape and arson and was sentenced on March 22, 1991.

The convict will be turned over to Davao Prison and Penal Farm in Davao Del Norte after proper documentation.

Meanwhile, two other beneficiaries of the GCTA law surrendered to the police stations in Caraga following the government’s directive to recall their release.

Brigadier General Gilberto DC Cruz, Police Regional Office (PRO)-Caraga director, identified the GCTA beneficiaries as Adrian V. Agao, 40, resident of Barangay Poblacion, Barobo town who surrendered on Friday to Barobo Police Station and Terencio F. Llospadas, 51, resident of Barangay Pigdaulan, Butuan City who turned himself in to Butuan City Police Station 4 on Thursday.

Adrian was detained on March 27, 2017 in Cebu City for violation of Comprehensive Dangerous Drug Act of 2002. He was released from prison on June 13, 2019.

Terencio meanwhile was detained on June 4, 2003 in Davao City for two counts rape and he was released from prison on July 24, 2019.

“We are calling all beneficiaries of the GCTA law to surrender to the nearest police unit. As ordered by President Rodrigo Duterte, those who will not submit themselves within 15 days will be considered as fugitives,” Cruz said.

The government earlier ordered convicts, especially those who were involved in heinous crimes that have been freed under Republic Act 10592, to surrender to the nearest police station or to the military.
