Arthur Baybayan elected CA sergeant-at-arms anew

PHILIPPINE Air Force (PAF) Retired Colonel Arthur Baybayan was elected anew as sergeant-at-arms of the Commission on Appointments (CA) during the first plenary session of the 18th Congress at the Senate recently.

Prior to this, Baybayan was sergeant-at-arms of the CA during the 17th Congress.

Baybayan, together with the new leaders and members of the commission, took their oath led by Senate President Vicente Sotto III as the ex-officio CA chairman.

He is the husband of Elizabeth Baybayan, head of the Provincial Social Welfare and Development Office (PSWDO) of the Province of Pampanga.

Baybayan is a security professional with more than 30 years of experience in security management, intelligence and security operations, training and investigations personnel management, and facilities and camp management.

He held various positions both in the government and private sector such as CA deputy secretary for security, security manager/CCTV hotel surveillance supervisor, lecturer, instructor, and security consultant.

According to his fellow officials, Baybayan is an innovative leader who could help and implement change management in the CA.

The re-elected CA sergeant-at-arms also provides lectures and training instructions to different security topics like bomb awareness, leadership, management, drug and substance abuse, gender and development, guard force administration, intelligence, and executive protection to security officers and guards undergoing Refresher and Skills Enhancement Training.

In 2014, Baybayan was a professor of Graduate Studies at Don Honorio Ventura Technological State University.

He was also designated as chief of the Personnel Division, Group Commander in Region 6 of the Intelligence Service, Armed Forces of the Philippines (ISAFP) in Camp Aguinaldo that provides strong leadership to unit and orchestrates security operations in the area in 2012.

He attended the Executive Course on National Security at National Defense College of the Philippines from 2015 to 2018 and received the Certificate on Strategic Intelligence Course at Special Intelligence Training School from 2010 to 2011.

He also received a diploma on Global Leaders for Security and Development at the Development Academy of the Philippines and International Relations at Foreign Service Institute of the Department of Foreign Affairs in 2010.

In 2010, he was a commander of Task Force Mimaropa based in Puerto Princesa, Palawan. He was also designated as Deputy Contingent Commander of United Nations Mission in Liberia (Unmil), a peacekeeping and Development Mission in Bushrod Island, Monrovia, Liberia.

He also finished his Doctor of Public Administration at Angeles University Foundation with a Dissertation titled "Armed Forces Code of Ethics: A Tool for Behavioral Transformation in 2006."

He also received the Certificate on Development Strategy and Civil Military Strategy in 2005 at Joint Special Operations University.

In 2000, he completed a diploma course on Military Joint Operations Planning and Strategy at the Australian Defense Force Warfare Center.

He took his Masters in Management and Public Administrations at the University of the Philippines from 1993 to 1997.

He graduated Cum Laude at the Philippine Air Force College of Aeronautics. He became President of the University of the Philippines Graduate Students Association in the City of San Fernando, Pampanga from 1994 to 1995.

From 1978 to 1981, he studied Bachelor of Science in Aircraft Maintenance Engineering at Philippine Air Force College of Aeronautics.

He studied Bachelor of Science in Agricultural Engineering from 1976 to 1978 at Cabanatuan City Colleges.

The CA is an independent constitutional body created under the 1987 Constitution that seeks to act "as a restraint against the abuse of the appointing power of the President by approving only those who are fit and qualified to ensure the efficient and harmonious functioning of the government. (PR)
