Ordinance renaming the South, North Capitol Roads hurdles 1st reading

THE Bacolod City Council approved on first reading a proposed ordinance renaming the South Capitol Road and North Capitol Road as Smile Road and MassKara Road, respectively.

The proposed ordinance, authored by Councilor Carlos Jose Lopez, stated that the stretch of two adjacent roads siding Ayala Capitol Central on its both sides on the western portion and the Provincial Capitol and Lagoon on its both sides on the eastern portion are known only as South Capitol Road and North Capitol Road.

“Since these roads are part of the venue where MassKara festivities are held, there was this proposed ordinance to rename the South Capitol Road and North Capitol Road as Smile Road and MassKara Road, respectively,” he said.

Section 2 of the proposed ordinance states that the delineation of the foregoing newly named streets which are within the jurisdiction of Barangay 8 on the western portion and Barangay 9 on the eastern portion shall start from the T-junction of San Juan Street and South Capitol Road up to the T-junction of Lacson Street and South Capitol Road for the Smile Road, while for the Masskara Road, it shall start from the T-junctions of San Juan Street and North Capitol Road up to the T-junction of Lacson Street and North Capitol Road.

Meanwhile, the City Council also approved a resolution urging Mayor Evelio Leonardia to put up a beach volleyball court at the Bacolod Government Center and at the MassKara Coliseum grounds.

The resolution, authored by Lopez, stated that Section 17 under Article II of the Constitution stresses that in order to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development, the state shall give priority to activities such as sports.

He said the beach volleyball is a team sport played by two teams of two players on a sand court divided by a net, and it caters more to the females, which tend to promote and develop their talents in the field of sports and facilitates social interactions.

He added the spacious grounds of the Bacolod Government Center and of the MassKara Coliseum are ideal locations to set up beach volleyball courts.
