Board member nabbed for resuming Kapa operations

A BROADCASTER, who is also a politician in Davao del Sur, and four other men were arrested by operatives of the National Bureau of Investigation-South Eastern Mindanao Regional Office (NBI-Semro) during an entrapment operation Wednesday, September 18, in Digos City, Davao del Sur for their alleged involvement in an investment scheme.

NBI-Davao spokesperson Joel Ayop confirmed the arrest of Davao del Sur Board Member Arvin “Jun Blanco” Malaza, who was caught inside the office of Kapa Ministry Foundation, now Kapa Worldwide Inc., along with his staff during an entrapment operation around 1 p.m. Wednesday.

The NBI is now investigating Malaza's involvement with Kapa.

The arrested persons are now under the custody of NBI-Semro.

Ayop said Kapa’s illegal operation resumed just this week. A reliable informant has given them information about Kapa’s operation.

With this, the authorities immediately conducted an entrapment operation by assigning an agent to pose as an investor. The agent paid P30,000 last Tuesday, September 17. On Wednesday, the same agent also paid P10,000.

“Despite stern warning coming from no less than Chief Executive President Rodrigo Duterte addressed to all Kapa Ministry Foundation officers and personnel to cease and desist from further operating their activity, which is found to be illegal, Kapa Foundation Digos Branch under the management of duly elected Provincial Board Member Jun Blanco continues to receive pay-ins from investors in the place, an act that is a complete defiance of the mandate of the Chief Executive and the SEC, in gross violation of our penal laws,” Ayop said.

Malaza denied the accusations, saying there was no transaction and that his radio station and the office of Kapa are just located in the same compound.

NBI-Semro castigated Malaza for spreading false information that the religious organization has already secured clearance for its operation.

“Sad to note that Board Member Jun Blanco, who claimed to be a media practitioner, had ironically used the freedom of expression in a manner to attain his own personal objective...,” NBI said in a written statement.

Meanwhile, criminal charges of syndicated large-scale estafa and violation of SRC rules of the Securities and Exchange Commission are being readied against Malaza and his office staff.
