Prime Water complies requirements for joint venture

BACOLOD City Water District (Baciwa) chair Lorendo Dilag said Prime Water has submitted its legal, technical and financial eligibility documents and was found to be complying.

Dilag also said that the 2013 Neda Joint Venture Guidelines did not state that if the family of the proponents authorized representative are past and present public officials, the company is prohibited from engaging in Private-Public-Partnership (PPP).

Dilag made the statement relative to issues raised by the Group Amlig Tubig against the Baciwa Board in connection with the proposed PPP joint venture that Primewater is owned by the Villar family, whose members are known to the public as public officials.

As to the conflict of interest, the proponent, Primewater Ventures Inc. or any of its officers as listed in its Securities and Exchange Commission registration certificate, by laws and articles of incorporation, is not related to the head of the procuring entity (Baciwa Board), JVSC or the technical working group if any up to the third degree of affinity or consanguinity, thus conflict of interest as far as Baciwa is concerned for this project is not present, said Dilag.
