NCRPO releases diagram on ninja cops, drug queen

THE National Capital Region Police Office (NCRPO) released on Tuesday, September 24, the diagram showing the policemen involved in the recycling of illegal drugs.

Based on the diagram, which was presented during a meeting with 44 drug enforcement unit heads in Metro Manila, there are 18 "ninja cops" with links to the so-called drug queen in Metro Manila.

NCRPO Director Guillermo Eleazar refused to identify the drug queen but said she is an incumbent barangay chairperson in Sampaloc, Manila. Her husband is also a former barangay chairman. He later corrected his statement, saying the drug queen is not an incumbent, but a former barangay chairperson.

He said the PNP has conducted five operations against the drug queen whom he said is “very evasive.”

Of the 18 ninja cops, seven were on the look-out list of both the Philippine Drug Enforcement Agency (PDEA) and the NCRPO while the others were included in the list based on intelligence reports.

However, he said that after validation, they found that two of the names on the PDEA and NCRPO list were the same person.

Among those on the list are a Chief Master Sergeant and a Staff Sergeant who are already retired, three officers with the rank of Patrolman who were dismissed from the service, and two Patrolman and one Sergeant who went on absent without leave.

Eleazar said nine of the identified ninja cops have been killed in various incidents while one, identified as Corporal Jolly Aliangan, is already behind bars due to his alleged involvement in illegal drugs operations.

He said one of the ninja cops has yet to be identified.

Eleazar said one of the ninja cops was the brother of the drug queen.

“Ito ang sinasabi na napakadulas na ngayon ay out of the country na sinasabi nila,” he said.

As explained by the PNP earlier, ninja cops are those who recycle illegal drugs that were seized from anti-narcotics operations.

Eleazar said these ninja cops were selling the recycled illegal drugs to the drug queen.

Earlier, PDEA director Aaron Aquino revealed that this drug queen sells at least P13.6 million of shabu weekly along two streets in Metro Manila alone.

Nine of her alleged cohorts were arrested earlier while one was killed after allegedly fighting it out with the police.

Of the nine arrested, one was convicted, one was acquitted while the others remain detained in violation of the Comprehensive Dangerous Drugs Act of 2002.

Eleazar sought the cooperation of the drug enforcement unit heads for the neutralization of the drug queen as well as the ninja cops.

“Pag natanggal natin ‘yung mga galamay nya ay titigil na rin yan, hindi man sya napangalanan pero lahat ay makakahula kung sino sya e tingin ko naman with this present administration and with the commitment of our president ay hindi na pwedeng mamayagpag yan... we will run after all the cohorts,” said Eleazar.

“Hanapin nyo, tulungan nyo kami, magtulungan tayo na hanapin ang lintik na ito kung meron man, dahil ano mang ganda ng trabaho na ipinakikita natin ay andaling sabihin na involved tayo sa recycling ng shabu di ba? kaya ipakita natin yun, walang sasantuhin among our ranks,” he told the drug enforcement unit heads.

Eleazar also reiterated the implementation of the “one strike policy” on the members and commanders of anti-illegal drugs enforcement units in Metro Manila which means that automatic relief will be imposed on any police officer who will be alleged of involvement on illegal drugs transactions as well as to his commander over command responsibility.

He said this was to ensure that zero tolerance against the policemen involved in illegal drugs activities is strictly observed.

“Im reiterating once again the one strike policy any member of your drug enforcement unit who have been proven based on our judgment na involved sa illegal na droga they are relieved for investigation you will be relieved also as chief of police or station commander in the case of drug enforcement unit,” he said.

“This is part of our Intensified Cleanliness Policy. We have to exert all efforts to clean our ranks because all our anti-illegal drugs accomplishments, all the good intentions of the government to finally end this drug problem will be futile because of these handful of scalawags in our ranks,” he added.

Eleazar said over 500 anti-drugs operatives in NCR have been relieved from post, starting when he was still the district director of the QCPD until he became the NCRPO director. (SunStar Philippines)
