Group files complaint vs BCDA exec

ANGELES CITY -- An anti-crime group has filed a case against a top official of the Bases Conversion and Development Authority (BCDA).

The Citizens Crime Watch (CCW) filed a usurpation of authority and graft complaint against BCDA Executive Vice President (EVP) Aileen Roa Zosa before the Presidential Anti-Corruption Commission (PACC).

The complaint was filed on September 10, but was made public on September 24 during a press conference.

CCW legal counsel Raymund Palad alleged Zosa has held the position and has performed the functions of an EVP "without any legal appointment and yet she continues to receive salaries, benefits and emoluments to the damage and prejudice of the government, the BCDA in particular."

"The CCW and I are demanding answers from Mr. Vince Dizon as presidential adviser and BCDA president on why he continued to employ Zosa, made her head the Special Bids and Awards Committee, and give her authority over three EVPs despite being contrary to law," Palad said.

Asked for comments, the BCDA said it has not yet received a copy of the complaint.

The Office of the EVP and four divisions were abolished when the Governance Commission for Government-Owned and Controlled Corporations (GCG) approved the BCDA restructuring plan on February 22, 2015, a copy of GCG Memorandum Order 2015-07 showed.

Then BCDA president and chief executive office Arnel Paciano Casanova issued Office Order 003-2016, informing officers and staff of the abolition of offices, creation of three offices, and appointment of Joshua Bingcang as EVP for conversion and development, Nina Radoc as EVP for finance, and retired General Carlos Quita as EVP for corporate services.

Soza's appointment as EVP was last February 1, 2010 or before the restructuring plan, certified true copies of appointment papers released by the BCDA to Palad through the freedom of information order of President Rodrigo Duterte.

"She has no appointment paper as EVP issued after the restructuring plan of BCDA in February 2016," Palad said.

The Civil Service Commission in the National Capital Region has confirmed the abolition of the EVP office and ordered an investigation of Zosa, he said.
