5 access roads to IT Park returned to Capitol

CAPITOL has taken back five access roads to the Cebu IT Park, which resulted in the closure of two access roads on Gov. Cuenco Ave.

The development came four years after the Province, under then governor now Vice Gov. Hilario Davide III, granted these as perpetual roads right-of-way (RRW) to Cebu Property Ventures and Development Corp. (CPVDC), which manages the IT Park.

On Monday, Sept. 23, 2019, officials of Ayala-led CPVDC and Cebu Gov. Gwendolyn Garcia entered into a memorandum of agreement (MOA) mutually terminating the deal Davide had made with the private firm in 2015.

“It was found that it was onerous, grossly disadvantageous to the Province. I told Ayala that you need to rectify this, correct this... If not, I will file a complaint against those responsible. I will establish the connections between those responsible on the part of the Province and Ayala,” Garcia said.

After the 2015 MOA was terminated, possession of the five access roads reverted to the Capitol.

On Sept. 9, 2019, the Provincial Capitol advised the Cebu City Government that it would close two access points to IT Park near the National Food Authority 7 office on Gov. M. Cuenco Ave. to vehicular traffic.

However, the Province will keep the access point to the IT Park near Gaisano Country Mall in Barangay Banilad open.

On April 22, 2015, Davide and CPVDC entered into a MOA granting the Province access to W. Geonzon St. and RRW to all the roads and common areas inside the IT Park.

The Province, in turn, provided CPVDC additional access points to and from IT Park and granted it perpetual RRW at certain points of Salinas Drive and Gov. M. Cuenco Ave.

Davide’s administration made the move to resolve a dispute that stemmed from a wall separating the Filinvest Land Inc. (FLI)-managed Cyberzone Cebu (FCC) and IT Park.

The FCC is a joint development project between the Capitol and FLI through a Build, Transfer and Operate scheme. The agreement was signed by Garcia during her earlier stint in 2012.
