ARAYAT -- A village councilman was shot dead in broad daylight by still unknown assailants Wednesday morning, September 25.
According to the town's chief of police, Lieutenant Colonel Dale Soliba, the victim was identified as Barangay Tabuan kagawad Noel Cabungcan, who served as a security aide of Vice Mayor Sixto Mallari Jr.
Based on initial investigation, Soliba said the victim was on his way to the City of San Fernando onboard his service vehicle when he was ambushed by the gunmen.
"Possible na sinundan siya mula sa bahay o inabangan dito sa crime scene at pinagbabaril. Wala naman siyang kasama kaya lang declared dead-on-the-spot ang victim," he said.
Soliba said they are in the process of retrieving video footages from closed circuit television cameras along the crime scene that may help in identifying the assailants.
"Wala pa kasing lumilitaw na eyewitnesses as of now. So until then, hindi tayo makapag-establish ng suspects and possible motive," he said.
