‘Quad-intel’ crafts protocols to consolidate efforts vs drug syndicates

NATIONAL Capital Region Police Office (NCRPO) director Major General Guillermo Eleazar said the newly created quad-intel force, composed of the country’s law enforcement agencies, is crafting a protocol of cooperation to consolidate intelligence efforts against all the remaining illegal drugs syndicates operating in Metro Manila.

The quad-intel force is composed of the Philippine Drug Enforcement Agency (PDEA), National Bureau of Investigation (NBI), Armed Forces of the Philippines (AFP)-Joint Task Force (JTF), and NCRPO which declared their alliance as part of the government’s intensified campaign against illegal drugs on Friday, September 27.

Eleazar said in the creation of the protocol, they will identify and come up with operational plans against all the drugs syndicates and drug personalities who continue to distribute shabu and other illegal drugs in Metro Manila.

"This is a breakthrough and good starting point of whole-government approach against illegal drugs at least here in Metro Manila. We hope to consolidate all our efforts to work as one and to move as one to deal a big blow to drugs syndicates," Eleazar said in an interview with reporters on Saturday.

“This is the time to act and consolidate our efforts to deal a final big blow to the illegal drug syndicates in Metro Manila,” he added.

The formal alliance aims to run after erring personnel in their ranks, consolidate intelligence and operational plans to shield Metro Manila from the entry of new drug supplies, and sweep all illegal drugs that have already been distributed in the region.

The heads of four law enforcement agencies in Metro Manila -- PDEA-NCR director Joel Plaza, NBI-NCR lawyer Cesar Bacani, JTF-NCR commander Brigadier General Alexander Cruz Luna, and Eleazar -- held a meeting on Friday to come up with guidelines on how the four government agencies would together address the illegal drugs problems.

Eleazar said they will focus on specific drug cases, such as that of the alleged drug queen who was identified as Guia Gomes-Castro, the barangay chairman of Barangay 484, Zone 48 in Sampaloc Manila.

Based on their monitoring, Eleazar said Castro is in connivance to several policemen who were involved in the recycling of illegal drugs.

He said these erring cops were selling to Castro some of the illegal drugs which they recovered during illegal drugs operations.

The identification of the Metro Manila’s alleged drugs queen came after the issue on ninja cops which, according to authorities, is one of the reason why the proliferation of illegal drugs has not stopped yet despite the government’s efforts.

On October 1, the Senate blue ribbon committee is expected to identify the police officers as well as officials involved in illegal drugs recycling. (SunStar Philippines)
