Labella to SFI: ‘Thy will be done’

CEBU City Mayor Edgardo Labella has entrusted the organizing of Sinulog 2020 to the Sinulog Foundation Inc. (SFI).

This development modifies Executive Order (EO) 18, which Labella issued on Aug. 23, 2019.

The EO created the Cebu City Sinulog Governing Board (CCSGB) that will organize the festival and its other activities. It will coordinate with concerned agencies to oversee the peace and order situation.

City Administrator Floro Casas Jr. said the mayor now entrusted the organizing of Sinulog 2020 to SFI, which is headed by Vice Mayor Michael Rama.

The SFI will also no longer be dependent on the CCSGB on their operations.

SFI is a nongovernment organization that has been running the Sinulog festivities for some time with the support of the City Government.

Casas, who serves as the Board’s Secretariat, said it will now be the CCSGB that will coordinate with the SFI on the Sinulog activities.

The creation of the CCSGB has confused the current tasks of SFI, which was created in 1984 to manage and organize the Sinulog festivities.

The CCSGB was created to provide transparency for SFI’s operations, especially since these involve millions of pesos from the assistance of local government units and sponsorships from its marketing initiatives.

Ricky Ballesteros, former executive director of SFI, said when he resigned on April 30, 2018, SFI had P8 to 10 million in funds.

Ballesteros said usually the local government units (Cebu City and Cebu Province) give P25 million to P30 million for prizes and subsidy.

For sponsorships, SFI can raise P30 to 40 million more or less. Aside from sponsorships, SFI also generates funds from ticket sales, booth rentals and contest registration fees.

Appointments

Meanwhile, Labella issued the appointments of the 24 board members including Cebu Gov. Gwendolyn Garcia, David Odilao Jr. (known as the father of the Sinulog), Kenneth Cobonpue, two members of the Cebu City Council, five board trustees of SFI, the chief of the Cebu City Police Office, and the Division Superintendent of the Department of Education Cebu City.

Other members are the regional directors of the Land Transportation Office, Land Transportation, Franchising and Regulatory Board, Cebu City Transportation Office, Commander of the Central Command of the Armed Forces of the Philippines and the Rector of the Basilica Minore del Sto.
