Zamboanga City passes road clearing operation

ZAMBOANGA City has obtained 90 points passing mark for the road clearing operations as assessed by the Regional Validating Team of the Department of the Interior and Local Government ((DILG).

Paisal Abutazil, DILG regional director, who headed the team, said the city garnered the highest point way beyond the passing mark of 70 points for a highly-urbanized city.

Abutazil headed the validation team, which conducted the assessment on Thursday, October 3. The members of the team composed of representatives from the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, National Police Commission, and the civil society.

Abutazil has commended the City Government led by Mayor Maria Isabelle Climaco-Salazar for the efforts in implementing the President’s order against road obstructions.

He said the indicators focused on six aspects and these are: ordinance, wherein the city scored 14 out of 15 points; inventory, wherein the city got a perfect score of five; road clearing, wherein the city got 45 out of 50 points; displacement program earned for the city eight out of 10 points; rehabilitation efforts gave the city 13 of 15 points; and, grievance mechanism with a perfect score of five for a total points of 90.

Salazar was elated over the results of the road clearing validation even as she lamented that two barangays have not fully complied with the road clearing campaigns.

Salazar said the officials of the two villages, which she refused to name, will be subjected to investigation and if there is evidence, they will be charged administratively.

Meanwhile, the validating team had recommended that the City Council should revisit existing ordinances to make it more responsive to the current situations.

The City Government was also asked to identify the extent of the public properties to be reclaimed from private use based on existing road standards and zoning specifications.

The clearing of all roads of illegal structure is in pursuant to the DILG issued Memorandum Circular 2019-121, which is in line with the order of President Rodrigo Duterte. (SunStar Philippines)
