IAS sets up substation-based complaints desk

THE Internal Affairs Service (IAS) of the Philippine National Police (PNP) will establish a complaints desk in the different substations for the immediate action on complaints against erring cops.

Lawyer Alfegar Triambulo, PNP-IAS inspector general, said this is to immediately call the attention of the substation chief to use their powers to discipline.

“Like for Baguio City which is a tourist destination, what we want is that all units and substations to have their own internal affairs service complaints desk against police personnel not within the amount of filing a case may be acted upon by the substation commanders,” Triambulo said.

Triambulo pointed out IAS remains strong and unrelenting on complaints against erring police officers as consensus’s force within the PNP which is a disciplining body who takes for a betterment of its team.

“As the guardians of police integrity and accountability, IAS remains most importantly a support to the public. Ignorance, negligence, recklessness and deliberate disregard to the rule of law will find no clemency,” Triambulo added.

At present, Triambulo admits that punitive measures can only do so much which is why PNP-IAS seeks preventive and restorative measures to aid in the PNP reformation together with its upcoming studies on the character and behaviour of the Police, which will make a high impact on its integrity management program as well as place Internal controls that seeks to prevent offences.

lAS, although a part of the PNP, is an independent and autonomous unit which is empowered to act on matters within its jurisdiction without having to wait for instructions from the chief PNP.
