15 Lapu-Lapu personnel snub City’s rehab program

SINCE they did not opt to undergo rehabilitation, the services of 15 Lapu-Lapu City Hall workers will be terminated after they tested positive for illegal drug use.

Not one of the 15 workers and employees who tested positive during the random drug test approached the City of Lapu-Lapu Office of Substance Abuse and Prevention (C-Losap) for rehabilitation, which would have given them a chance to return to work after they complete the six-month rehab program.

The 15 workers are from the City Disaster Risk Reduction and Management Office, the City Traffic Management System and the Material Recovery Facility.

C-Losap head Garry Lao, who was tasked to oversee the rehabilitation, said that before the drug test was conducted, all employees and workers were informed that they could lose their job if they tested positive.

They were also told that they could choose to undergo rehabilitation so they could return to work.

But because no one sought C-Losap’s help to undergo rehabilitation, the termination order issued by Lapu-Lapu City Mayor Junard Chan becomes final.

“They are job order workers. There is no employee-employer relationship, so the termination order becomes final and executory since no one came to us for rehabilitation,” Lao said.

Meanwhile, some 160 policemen from the Mandaue City Police Office (MCPO) Headquarters underwent a surprise drug test on Tuesday, Oct. 8, 2019.

Police Col. Jonathan Abella, the MCPO Chief, said the drug test was part of their intensive internal cleansing.

Abella said that as of Tuesday, no one tested had positive for drug use.

Those who will test positive will be investigated and may face dismissal from the service.

On the same day, they also had their annual inspection by the National Police Commission.

This inspection is part of the personnel auditing to check if they are dressed properly and have complete firearms and documents. (From GCM of SuperBalita Cebu, KFD, LRC)
