FAILURE to comply with required referral codes, design plans and specifications, and proper construction supervision have been attributed to the damage sustained by Chuzon Supermarket in Porac town when it collapsed on April 22 after a 6.1-magnitude earthquake shook the area.
This was according to a Department of Public Works and Highways (DPWH) special task force that investigated the building.
The task force was reported to have found "multiple structural and documentary defects" that caused the building's collapse, killing three people and injuring nine others.
The investigation was reportedly submitted to DPH Secretary Mark Villar last May 28.
It was the opinion of the task force that the supermarket's structure "could have withstood the 6.1-magnitude quake if it had complied with the building code and specifications."
The task force recommended that the Department of Justice (DOJ) and concerned agencies evaluate the report and prepare a complaint for violations of Presidential Decree 1096, or the National Building Code of the Philippines, and Republic Act 3019, or the Anti-Graft and Corrupt Practices Act.
No culpable violators were named in the report initially reported by a national newspaper.
