Cebu City Council defers SM-Ayala land dev’t. permit

THE Cebu City Council has held in abeyance final action on the land development permit application of the SM-Ayala Consortium until the developer can present more details about its proposed project set to rise at the South Road Properties (SRP).

Councilor Philip Zafra, chairman of the Council committee on urban planning, said the consortium still needs to give the Council additional information on the project even if it was already granted a land development permit by the Cebu City Zoning Board on Aug. 20, 2019.

Zafra pointed out that the developer only submitted plans on horizontal works such as the establishment of roads and drainage system; but it had yet to show the Council a copy of the consortium agreement including plans for the structure itself.

“It was submitted late. That was why it was not included during the last session (Oct. 22). But I can see clearly their commitment (to the City)”

said Zafra.

The Council is calling for an executive session with representatives of the consortium. A schedule has yet to be set.

SM Prime Holdings Inc. and Ayala Land Inc. had applied for a permit to develop a 26-hectare property, located at Lot 8-B-1 of SRP, which they bought from the City in 2015 during the administration of then mayor Michael Rama.

As part of government procedure, big projects set to be developed in the City needs the approval of the City

Council.

Cebu City Mayor Edgardo Labella earlier said that the SM-Ayala proposed development will generate around two million direct and indirect jobs for the next 20 years based on the consortium’s project study.

This year, the City was able to withdraw from the courts the consigned payment of the consortium amounting to P3.636 billion which was the source of revenue for the City’s second supplemental budget. JJL
