Traffic office to vendors: Clear cemetery sidewalks

THE Davao City Transport and Traffic Management Office (CTTMO) reminded vendors who will be selling outside the cemeteries on All Saints’ Day and All Souls’ Day on November 1 and 2, respectively, not to obstruct the sidewalks.

CTTMO representative Joel Santos said they will be closely monitoring all sidewalks in 35 cemeteries, including 16 large cemeteries in Davao City, during the observation of Undas.

He said among the areas that are heavily congested to motorists during those days are Fr. Selga (Wireless Cemetery and San Pedro Memorial), Davao Memorial Park, and Buhangin Memorial Park.

He added that vendors must observe the two-third, one-third policy of the city, which allows vendors to occupy one-third of the sidewalks while two-third is given to pedestrians.

“Nagpatulong na kami sa mga cemetery admins na to tell the vendors to strictly implement the two-third, one-third policy of the city (We already sought help from the cemetery admins to tell the vendors to strictly implement the two-third, one-third policy of the city),” Santos said.

He also said this is part of their mandate to ensure all sidewalks are free from any obstruction.

Recently, CTTMO is one of the agencies who complied with the Department of the Interior and Local Government (DILG) Memorandum Circular 121-2019 mandating all local government units (LGUs) to remove road obstructions.

CTTMO, along with the City Engineer’s Office, and the Ancillary Services Unit had been conducting confiscation and demolition of obstructions on sidewalks in the city, in compliance to the mandate.

Santos said their office will continue to monitor cleared sidewalks in the city, to ensure that vendors and establishments will not violate it.

“Pero if dili sila maawat na magtinda sa sidewalk, siguraduhon lang nila nga dili kaayo sila magbabag (If they won’t be prevented from selling in the sidewalks, they just have to make sure they won’t be causing too much inconvenience to our pedestrians),” he said.

He, however, said CTTMO has not planned on conducting any confiscation during Undas, he said vendors themselves should follow the mandate since they had long been informed about the current policy of the city.

“Everyday, dinadaanan ng CTTMO personnel mga sidewalks sa nearby cemeteries to maintain an obstruction-free sidewalk (CTTMO personnel monitors these sidewalks in nearby cemeteries daily),” Santos said.
