All Saints' Day task force to regulate flower vendors

BACOLOD City Mayor Evelio Leonardia has ordered Task Force All Saints' Day to monitor and facilitate the implementation and regulation of the flower vendors at Bacolod public plaza and Bacolod public cemetery.

Executive Assistant Ernesto Pineda, chief coordinator of Market Coordinating and Monitoring Task Force, said Tuesday, October 29, 2019, that Mayor Evelio Leonardia has issued Memorandum 136, dated October 25, directing him to monitor, assist and facilitate the implementation and regulation of the flower vendors in said areas from October 30 to November 2.

He said he was directed by the mayor to coordinate with the City Legal Office (CLO), Bacolod City Police Office (BCPO), and Bacolod Traffic Authority Office (BTAO)-Traffic Management Unit (TMU) to ensure proper implementation and regulation of cemeteries and plaza.

Pineda was also tasked to coordinate with the City Treasurer's Office-Permits and Licensing Division that all corresponding permits, licenses and collection of special fees are duly applied and paid for.

"We will also coordinate with the Department of Public Services (DPS) and General Services Office (GSO) with maintenance of cleanliness and regulation of facilities inside and outside the premises of the cemetery during the celebration," Pineda said.

He said some of the flower vendors already secured permits at the Permits Licensing Division so they can start selling at Bacolod public plaza and in front of Bacolod public cemetery along Burgos Street only.

He added that based on the approved resolution of the City Council, the vendors are only allowed to sell flowers in said areas.

Pineda noted about 100 flower vendors are expected to display in the areas of Bacolod public plaza and Burgos public cemetery.

"We will ensure that there will be no illegal flower vendors at the downtown area so we are hopeful that they will cooperate with us," Pineda said.

He said they already started cleaning the public cemeteries in various barangays along with the City Engineer's Office in putting up of lights within the vicinity of the cemeteries.

He added BTAO is also expected to present its traffic plan today at the Bacolod Government Center for the observance of All Saints' Day.
