Violators fined for 'palina' in cemeteries

SEVEN violators were fined by the City Local Environment and Natural Resources (Clenro) in Cagayan de Oro City on Saturday, November 2, for practicing "palina" in cemeteries.

"Palina" is the practice of burning dried leaves or grasses and purifying oneself with the smoke after a visit to the cemetery. It is believed to drive away evil spirits.

Clenro said that the practice is considered a violation of Republic Act 8749 or the Clean Air Act and City Ordinance 13378-2018, or the Ecological Solid Waste Management Ordinance. This is also the same ordinance that prohibits the use of single-use plastic when purchasing items or goods in the market.

Sol Mosqueda, Clenro’s focal person inside the city’s largest public cemetery in Bolonsori, Camaman-an village, said those who were given an ordinance violation receipt (OVR) will have a fine of P2,000, based on the ordinance.

“Since October 31, we were already deployed here and gave warnings to those who keep on burning in the graveyards. There are still those who keep on doing despite the warnings, and so we issued them OVRs,” she said.
