No increase of intelligence funds in 2020 budget proposal

CAGAYAN de Oro City Mayor Oscar Moreno seems contented with his intelligence fund as he did not ask for an increase in the P7.5 billion budget he proposed for 2020.

In his budget proposal, Moreno’s intelligence fund remains at P116.5 million which is the same as last year.

However, the proposed “extraordinary” and miscellaneous funds has gone up from P6,742,081 in 2019 to P7,166,096 for 2020, an increase of P424,015.

The “extraordinary” and miscellaneous funds are utilized upon the mayor’s discretion.

In the previous years, the intelligence fund is spent on the peace and order programs of the city government.

The intelligence and “extraordinary” funds are not subject for liquidation and audit.

Moreno, in his budget message, cited the government’s vision for Cagayan de Oro to be the 4th metropolitan area by 2025.

He said Cagayan de Oro should have the major characteristics attributable to the metropolization of the city, such as being the major gateway and transshipment hub and the key education center in Northern Mindanao.

“Thus, the city government shall pursue its development agenda with added vigor over the next three years of my last term for programs, projects, and activities that are identified to be within its administrative and fiscal capacity to implement,” he said.

Moreno said his administration will sustain good governance practices, continue streamlining of systems to further bolster the ease of doing business, promoting teamwork and partnerships with the city government departments and the national government.
