Nalzaro: Comparing Osmeña and Labella


NOW, you can compare the administration of “has-been” mayor Tomas Osmeña and the current administration of Mayor Edgardo Labella. Osmeña’s administration was vindictive, retaliatory, uncharitable and unkind, especially to the opposition. But Labella has been true to his word that his administration is inclusive, meaning he welcomes everybody’s support, including the opposition. Labella’s administration is kindhearted, caring, understanding and generous, even to his political foes.

Consider this, even before he assumed office after winning the 2016 elections, Osmeña recalled all the vehicles from barangay captains allied with Team Rama, saying he did it for inventory purposes. But he never returned the vehicles. Those who were defiant of his order were charged with carnapping. Carnapping? When everything was covered with memorandum receipts?

Even ambulances, which were very useful in the mountain barangays, were recalled.

He put up his Barangay Mayor’s Office (BMO) in barangays where the barangay captains were allied with the opposition. The existence of BMO created animosities between the duly elected barangay captains. If there was financial help from City Hall, only barangay captains allied with him benefited. Maglaway ra intawon ang taga Team Rama barangay captains samtang ang taga Bando Osmeña Pundok Kauswagan (BOPK) mga buhong kaayo.

But compare it to Labella now. When Labella assumed office, we did not hear of any barangay captain from BOPK complaining that he was stripped of his vehicle or ambulance. Labella abolished the BMO and he has been fair in giving financial assistance to barangays, regardless of political affiliation.

Reports said that the City Government will soon release P5 million each to all the 80 barangays in the city as financial assistance. The money can be used to purchase garbage trucks and other vehicles needed for their day-to-day operations. This was confirmed by City Legal Officer Rey Gealon. Mayor Labella was just fulfilling the promise he made last August, he said. The City has allocated some P400 million in the annual budget for 2019 for the financial assistance of the barangays. You see the difference between the two leaders?

I should not talk about him because for me, he is non-existent. If this is a card game, this guy is just like a “joker.” He is KSP, or kulang sa pansin. I am referring to “has-been” Cebu City councilor Pastor Alcover Jr. But I am writing about him to let him know that he should double-check his facts before opening his mouth.

Somebody tagged me in the post of Alcover on his Facebook account. He was talking about missing wheelchairs bought during the Osmeña administration worth millions of pesos. He said: “Dakong isyo karon sa City Hall, 200 kapin ka mga wheelchairs nga gipalit unta para ipanghatag sa mga PWD. Apan pagkawala ni Tomas sa City Hall, nawala usab ang mga wheelchairs. Dayon karon dunay konsihal nga sigi panghatag og wheelchairs ug mi-angkon nga iya kuno nga personal project. Ask lang ta diin gikan ang mga wheelchairs?”

Although Alcover did not mention the name of the councilor, he must have been referring to Niña Mabatid, who recently donated wheelchairs and hospital beds to the Vicente Sotto Memorial Medical Center (VSMMC). Alcover has never moved on from his defeat last elections. He keep on hitting Mabatid on FB. But Mabatid, also in her FB account, denied the insinuation of Alcover, saying she used her own money to import the equipment from abroad, which were donated by a US-based religious organization.
